The new neighborhood was to be built on a protected site, partly occupied by a natural reservation. It occupies the central part of the site, the district being divided into two zones, connected by peripheral circulations. Located outside the existing city, it is imagined as an autonomous entity, consisting of neighborhoods revolving around a raised central slab on which are the public facilities: a theater, office towers, a shopping center, a cinema. The activity spaces are built on the outskirts of the district.
